Bouncy Heavy Harrows

We have a set of brandt harrows and with our old tractor couldnt pull them more than 9mph and had the down pressure springs backed right off. Now that we upgraded the tractor and can actually pull them at a higher speed they just want to bounce. How do I stop this? just tighten the springs right up?
