Spring wheat growing new set of roots?

I have one field that just does not want to take off and grow. I have considered reseeding it many times and then just decided against it. It has a stand, not a very good one. I went and dug some up today. It all appears to being growing a new set of roots. Never noticed this before. Normal? Drought stressed, it did get very dry after I seeded it. Since got good moisture. Fertalizer damge? I single shoot everything and put down a fair amount of fertilizer. No problems in the past. Did not have it get this dry after seeding in the past. Seeded this back on 4/26.
