PBR and Elevators

In the new legislation an elevator can be sued for receiving crop that's
binrun from an improper source.
I am not happy with this. An elevator has to determine the parentage before receiving a load. The practicality of this is mind boggling Somebody must of been smoking some good stuff to dream this up..
