Tillage Tool Advice

I have 1100 acres that will need some attention this fall. It has a fair bit of sprayer damage from the past few years and some annoying tire tracks from this spring when we had a tire blow out on the sprayer and ended up having to use one pizza cutter with 3 floaters.

It's currently in winter wheat, which is another reason I'm wanting to do some tillage. Trying to mix in some residue to provide less shelter for weeds in spring spraying and kill a bit of fall germinating winter wheat if I don't get around to spraying it before it gets too cold.

My main options that I own are:
A. 55' CCIL 808 HD Cultivator with no mounted harrows
B. 38' Summers Disc
C. 70' Brandt 7000 heavy harrow

My intention is to leave a semi-rough finish to prevent winter erosion. I can then heavy harrow in the spring to break up the lumps and level it back out a bit to make it seed-able.

Depending on rainfall for the rest of the year, it could be pretty dry when I get to this. With that in mind I could use spikes or shovels on the cultivator. My concern with the cultivator is that I might not be able to get it level again in the spring with the heavy harrows.

Any ideas?
