L2 air conditioner problem

Last year I replaced the compressor,dryer,and expansion valve on my L2 and it worked fine.This year I had a leaking hose so I replaced it,pulled a vacuum for 2 hours,and recharged the system with 8 12 oz cans of 134 which seemed like a lot,but could not find out how much the system is supposed to hold. the only way I could charge the system was by jumping a hot wire to the compressor clutch to get the compressor to run.It still will not run in normal operation without jumping a hot wire to the compressor clutch. at 90 degree outside temp my pressure on the high side is 210 and the low is 18.could the temperature switch in the cab or the low side switch in the condenser box cause this problem and is there any way to check either or bypass either to correct the problem? did not check cab temp but it is cold.also 8 cans seems like a lot of Freon.are my pressure readings ok? And why will my compressor clutch not work without jumping hot wire to it? thanks for any help that any one can give me.Just had 3 inches of rain here so it will be a few days before we can cut.
